Something that has been in recent news with eBay having to pay compensation to an American couple who were targeted by the company after posting a critical newsletter. Gang Stalking is now in the conversation but many believe most people who claim to be targeted are actually suffering with mental health. That said, as a private investigator I have seen surveillance cases that may have gone on longer than what is necessary and proportionate.
What is gang stalking
First, lets get into exactly what Gang Stalking is. By definition it is where a person is victim to being stalked and harassed by a number of people who are systemically conducting surveillance. The people believed to be involved by victims is unlimited from; neighbours, to shop staff and authorities such as police who all act in one co-ordinated way. The why is often not known.
Targeted individuals
If someone is victim to being Gang Stalked, they are known as a Targeted Individual (TI’s).
For a TI it is deeply distressing and alarming and the range of effects on them mentally is huge.
One such encounter I have had with a TI was that they believed the sun was actually camera being used to record and track the TI when they went outside. Now, of course to me that would indicate that such case being mental health.
On the other hand one TI I visited was wheel chair bound and was legitimately injured in a work place accident. The TI reported everything that indicated they were being placed under surveillance by the opposing insurance company which is very common. With that said the mental toll that had placed upon the TI made them paranoid to everyone. To me I would say the surveillance was not gang-stalking but the TI was displaying the mental health decline gang-stalking produces.
This is where proportionality and investigation agencies assessing the duration of surveillance is crucial.
What the eBay Scandal Teaches Us
Perhaps the most important lesson from the eBay case is that we shouldn’t automatically dismiss allegations of gang stalking simply because they initially appear to be mental health issues.
The eBay victims were dealing with behaviour that, on the surface, could have appeared bizarre or unbelievable. Yet investigators eventually established that multiple people were involved.
- There was evidence.
- There were communications.
- There were digital traces.
- There were convictions.
And ultimately, eBay agreed to pay $3 million as part of a criminal resolution concerning the campaign.
The case therefore provides an important counterbalance to discussions about mental health.
Sometimes people really are being targeted.
But the existence of one genuine organised gang stalking case does not prove that every reported case of gang stalking has the same explanation. I would say that 99% of cases I see are mental health issues
Evidence Is the Difference Between Suspicion and Proof
What to do then if you believe you are the victim of gang stalking and are in fact a Targeted Individual. You need to prove it is happening and if you cannot produce any proof then the next step would be to seek mental health advice.
Building evidence of gang stalking would be to collect;
- CCTV footage
- messages and emails
- telephone records
- vehicle registration details
- photographs
- witness statements
- GPS or digital evidence
- police reports
- documented incidents
- social-media records
- evidence linking different individuals together
The question shouldn’t simply be:
“Does this feel coordinated?”
It should be:
“What evidence demonstrates that these events are coordinated and why would I be targeted?”
That is a much more objective and evidence based question. this will help you when you show authorities and the police.

We get a call at least once a week at the time of writing from a targeted individual. 99% of them so far have displayed the signs of the case being their mental health in decline. This is purely because of the lack of evidence they present to us.
First, we listen to the full picture and then advise the TI not to seek the help of a private investigator but to go to their GP. Then concurrently we advise them to reach out to The Suzy Lamplugh Trust who are the national stalking helpline.
From there we give the same advice about building evidence of the gang stalking and then going to the police.
Unfortunately some TI’s call other agencies and end up spending hundreds on bug sweeping services where nothing is ever found. This then leads to the TI falling further into mental turmoil. Most investigation agencies now though have heard of the symptoms of gang stalking and advise the same as we do.
In certain cases where evidence can be displayed we will visit the TI at their home and advice them of Anti-Surveillance techniques and provide them tools of how to avoid being stalked.
